Betalt=Paid

Betalt means paid(The ticket is already paid for). Fripas means 'free to leave'. I guess it had to do with his age, beinga a man who was supposed to serve in the forces.

Here, 'fripas(s)' can mean that the person has a certificate/attestation stating that he is exempt from military service.
