Please help translate and understand this military record

Hello!  I have been searching for my 4th great-grandfather's enlistment record.  In searching the archives I found this record that I believe to be exactly that, but I can't interpret the handwriting and am not confident that that is what this roll is.

The record is for Anders Aslachsen.  I believe it says he is 20 years old and 6'3" tall.

 

Can someone please confirm for me if this is an enlistment record (or explain what the roll is if it is not enlistment) and translate the information for Anders Aslachsen to English for me?  Or at least help to decipher the handwriting so I can have someone else translate it?  I am not familiar enough with Norwegian to figure it out myself.

Anders Aslaksen is "huusmands søn", 20 years old,  63 1/2 (Norwegian) inches tall (166 cm), resides "under Ruud" (another farm)

2nd line, added by another hand: ""syg - høire Haand gaar til ??"  (ill - right hand goes to ??)

So this is not a record that he ENLISTED in the military, just that he is of enlistment age?
