Is a Bygdebok written by Fylke? by Kommune? by Prestigeld?Can someone please help me understand this...Hilsen, Arne

Most often by kommune or part of a kommune, such as a municipality. A bygdebok is a local history book, which has origins of farmnames, spesifics on who has used a farm when, and if you are lucky: ancestors and descendants of the users.
